Which models are eligible for import to USA?

Non-turbo Mazda Scrums of DG52T-DG63T  (1999-2013) are eligible for import to the USA as off-road vehicles.

It is important to note when you import Japanese minitrucks that only 25+ year old mini trucks can be registered for street use in the USA. You can register and drive Japanese mini trucks in most states if they are over 25 years old. Since most Japanese mini trucks were never sold in the US market, they have not been certified by the government for street use. Despite this, the Imported Vehicle Safety Compliance Act of 1988 exempts cars that are 25 years or older, based on the manufacture date. This means that 25 year old mini trucks are street legal and can be registered and plated. Non-turbo Mazda Scrums of this generation (1999-2013) are eligible for import to the USA as off-road vehicles.

If the car is 25+ years old then it falls under the vintage category, users can register them and used them on the streets. But they are restricted to operating on the highways.

Yes they are restricted from being driven on the highways.

You can only use as off road vehicles since they are restricted on highways.
