Hi, what about 13x5 Honda Civic Steelies - 4x100 - no spacers or mods needed on the Honda Acty - other than a slight lift to prevent rubbing?

Yes, they fit great without spacers & no rubbing with the Forceum tires. I installed a 2” lift but have heard of people claiming they have run the 13” Forceum tires without a lift and no rubbing but I think it would be pretty tight and would have to rub in some situations off-road. Cheers!
